Orly Linovski (RPP, MCIP) is an Associate Professor in the Department of City Planning at the University of Manitoba. She holds a PhD in Urban Planning from the University of California, Los Angeles and a M.Sc. in Urban Planning from the University of Toronto.
Dr. Linovski’s research seeks to understand how planners in professional practice are influenced by political, economic, and institutional structures, and how this impacts goals of social equity and justice. Her research focuses on two areas: (1) the political-economic context of professional planning, and (2) the integration of equity goals by transportation professionals and elected officials. Her current project uses freedom of information requests to understand patterns and disparities in transit enforcement in Canadian cities.
Her previous research has examined planning processes through a variety of lenses, including the role of private-sector consultants, decision-making for transport planning, and constructions of professional expertise. This work has been published in journals such as Urban Affairs Review, Journal of the American Planning Association, Transportation Research Part A, and Journal of Planning Education and Research, and funded by the Social Sciences and Humanities Research Council, Mitacs, and the Centre for Professional and Applied Ethics. She also provides consultation work for municipal, federal, and non-profit agencies, and previously worked as a planner at the municipal and provincial levels.
